Face \u00e0 la multiplication des s\u00e9cheresses et \u00e0 l\u2019intensification des tensions hydriques, le secteur agricole \u2014 premier consommateur d\u2019eau en p\u00e9riode estivale \u2014 doit composer avec des r\u00e8gles de partage de plus en plus strictes. Pour orchestrer cette gestion quantitative \u00e0 l\u2019\u00e9chelle locale, deux structures m\u00e9connues mais indispensables jouent un r\u00f4le cl\u00e9 : les OUGC (Organismes Uniques de Gestion Collective) et les ASA (Associations Syndicales Autoris\u00e9es).<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Quel est leur r\u00f4le ? Comment s&rsquo;articulent-elles sur le territoire national ? Plong\u00e9e au c\u0153ur des rouages de l\u2019irrigation agricole fran\u00e7aise.<\/span><\/p>\n<h2 style=\"text-align: justify;\">L\u2019OUGC : l\u2019arbitre de la ressource en eau agricole&nbsp;<\/h2>\n<h3 style=\"text-align: justify;\" aria-level=\"3\">Qu&rsquo;est-ce qu&rsquo;un OUGC ?&nbsp;<\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Un Organisme Unique de Gestion Collective (OUGC) est une structure investie d&rsquo;une mission de service public d\u00e9l\u00e9gu\u00e9e par le pr\u00e9fet. Son but est simple mais complexe : g\u00e9rer collectivement l\u2019irrigation agricole sur un territoire donn\u00e9 afin de concilier la viabilit\u00e9 des cultures et la pr\u00e9servation des milieux aquatiques.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Dans 90 % des cas, cette mission est confi\u00e9e aux Chambres d\u2019Agriculture. Les autres structures porteuses peuvent \u00eatre des associations d\u2019irrigants, des coop\u00e9ratives ou, plus rarement, des syndicats de rivi\u00e8res.<\/span><\/p>\n<h3 style=\"text-align: justify;\">Le d\u00e9clencheur : les Zones de R\u00e9partition des Eaux (ZRE)&nbsp;<\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">L&rsquo;apparition d&rsquo;un OUGC n&rsquo;est pas le fruit du hasard. Elle est juridiquement li\u00e9e au statut de Zone de R\u00e9partition des Eaux (ZRE), instaur\u00e9 par la Loi sur l&rsquo;Eau et les Milieux Aquatiques de 2006. Le pr\u00e9fet d\u00e9livre une seule AUP pour l&rsquo;ensemble du territoire, et c&rsquo;est l&rsquo;OUGC qui est charg\u00e9 de r\u00e9partir \u00e9quitablement ce volume global d&rsquo;eau d&rsquo;\u00e9t\u00e9 entre les diff\u00e9rents agriculteurs irrigants.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\">G\u00e9ographie du stress hydrique : un tour de France tout en contrastes&nbsp;<\/h2>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">La r\u00e9partition des OUGC sur le territoire national n&rsquo;est pas le fruit du hasard : elle dessine, en creux, la v\u00e9ritable carte de notre vuln\u00e9rabilit\u00e9 face au manque d&rsquo;eau. Selon le climat, la g\u00e9ologie ou les cultures, chaque r\u00e9gion fait face \u00e0 ses propres d\u00e9fis :<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span data-contrast=\"auto\">Le Sud-Ouest (Occitanie &amp; Nouvelle-Aquitaine)&nbsp;<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">V\u00e9ritables c\u0153urs historiques de l\u2019irrigation en France, ces deux r\u00e9gions concentrent \u00e0 elles seules entre 30 et 35 OUGC. Tiraill\u00e9es entre des \u00e9t\u00e9s m\u00e9diterran\u00e9ens arides et la pr\u00e9sence de cultures exigeantes en eau (comme le ma\u00efs), elles sont en premi\u00e8re ligne. Pour faire face, l&rsquo;encadrement y est drastique : la Nouvelle-Aquitaine impose des compteurs volum\u00e9triques sur 100 % des points de pr\u00e9l\u00e8vement, tandis que l&rsquo;Occitanie s&rsquo;appuie sur des infrastructures massives de soutien d&rsquo;\u00e9tiage (comme le syst\u00e8me Neste et Gascogne).<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span data-contrast=\"auto\">Centre-Val de Loire&nbsp;<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Au-dessus de la nappe de Beauce \u2014 la plus grande r\u00e9serve phr\u00e9atique d&rsquo;Europe \u2014, le pilotage de l&rsquo;eau est d&rsquo;une pr\u00e9cision chirurgicale. Plusieurs OUGC se partagent la surveillance de ce joyau g\u00e9ologique. La r\u00e8gle y est implacable : d\u00e8s que l&rsquo;indicateur de niveau de la nappe franchit un seuil critique, les quotas d&rsquo;eau allou\u00e9s aux agriculteurs sont amput\u00e9s de mani\u00e8re automatique.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span data-contrast=\"auto\">La Bretagne<\/span><\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">C&rsquo;est la seule r\u00e9gion \u00e0 \u00e9chapper (pour le moment) \u00e0 cette obligation r\u00e9glementaire. Prot\u00e9g\u00e9e par son climat oc\u00e9anique et une pluviom\u00e9trie historiquement r\u00e9guli\u00e8re, la Bretagne ne compte actuellement aucun OUGC.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span data-contrast=\"auto\">Grand Est &amp; Bourgogne-Franche-Comt\u00e9<\/span><\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Malgr\u00e9 la pr\u00e9sence de rivi\u00e8res karstiques tr\u00e8s sensibles aux s\u00e9cheresses, ces r\u00e9gions b\u00e9n\u00e9ficient d&rsquo;immenses nappes souterraines qui jouent un r\u00f4le de \u00ab\u00a0tampon\u00a0\u00bb efficace. R\u00e9sultat : la pression r\u00e9glementaire y est moindre, avec un seul OUGC recens\u00e9 \u00e0 ce jour (sur la Plaine de Dijon).<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">&nbsp;<\/span><\/p>\n<h3 style=\"text-align: justify;\"><span data-contrast=\"auto\">Le Sud-Est (PACA)<\/span><\/h3>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Si l&rsquo;ouest de la r\u00e9gion montre des signes de tension (avec 2 OUGC dans le Vaucluse et les Bouches-du-Rh\u00f4ne), la fa\u00e7ade est&nbsp;b\u00e9n\u00e9ficie&nbsp;d&rsquo;une v\u00e9ritable assurance anti-s\u00e9cheresse.
