Kazakhstan Signs Cooperation Agreement with BWI to Strengthen Water Resilience

By establishing a strategic partnership in Kazakhstan, BWI is expanding internationally to support the country’s transition toward more sustainable and technology-driven water resource management.

Astana, June 2025 – Blue Water Intelligence (BWI) has signed a Memorandum of Understanding (MoU) with the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan, marking a new milestone in the international expansion of its hydrological management solutions.

This agreement aims to support Kazakhstan’s transition toward a more sustainable, predictive, and technology-driven approach to water resource management, at a time when climate, agricultural, and energy-related challenges are becoming increasingly critical.

A Strategic Partnership in a Highly Exposed Region

Kazakhstan, a Central Asian country of the size of Western Europe with significant agricultural and energy potential, is facing mounting pressure on its water resources due to climate change, glacial retreat, and high interannual variability. These challenges directly impact food security, hydropower generation, and industrial needs.

In this context, BWI’s hydrological forecasting capabilities present a major opportunity. The MoU outlines close collaboration on pilot projects across strategic river basins, focusing on water reserve monitoring, early drought detection, and optimized agricultural water management.

Satellite Technology Serving Local Needs

BWI will provide Kazakhstan advanced digitization tools that combine satellite data, in situ observations, and advanced modeling to deliver multi-scale forecasts of freshwater availability. This approach will help Kazakhstan authorities and local partners enhance their capacity for a better understanding of local hydrology, water resources planning, and flood resilience.

The agreement between Kazakhstan and BWI also paves the way for training initiatives, knowledge transfer, and the development of a local ecosystem for innovative hydrological management, in collaboration with scientific institutions and public operators.

An Assertive International Ambition

Following successful collaborations in France, Africa and Asia, this MoU illustrates BWI’s ambition to deploy its solutions internationally, especially in Central Asia where water-related challenges are both urgent and structural. Kazakhstan, with its strategic location and growing commitment to sustainability, is the ideal partner for implementing a data-driven, territorial approach to water management at country level.
