BWI selects Anywaves and Hemeria as partners for the High-Revisit Observation of Continental Water Levels mission

BWI announces the selection of Anywaves and Hemeria as partners for the REVALTO mission, an ambitious project supported by CNES as part of the France 2030 program. Together, they develop a new generation of high-revisit space-based hydrological observation services.

Toulouse, September 17, 2025 – As part of the REVALTO project (REVisiting ALTimetry hydrOlogy), formerly known as H2R (High-Revisit Hydrology), the startup BWI (Blue Water Intelligence) announces that it has selected Anywaves and Hemeria as its industrial partners.

Both based in Toulouse like BWI, Hemeria and Anywaves will contribute their respective expertise to this ambitious project, which aims to develop a high-revisit hydrological constellation: Hemeria for the satellite platform, integration, and operations; and Anywaves for the design and production of the payload.

The objective of REVALTO is to produce frequent and accurate measurements of continental water levels (rivers, lakes, reservoirs) in order to advance scientific knowledge of the water cycle and to develop new innovative services, such as flood prevention and drought forecasting.

We have full confidence in Anywaves’ ability to develop a miniaturized radar altimeter tailored to the mission’s objectives, and in Hemeria’s capacity to build a top-quality platform and operate satellites. It was therefore evident for us to call on these leading players in the French space ecosystem. »

The REVALTO project is part of the France 2030 program, jointly overseen by the Directorate General for Enterprise (DGE), the Directorate for Research and Innovation (DGRI), and the Directorate General for Armament (DGA), with the General Secretariat for Investment (SGPI), and operated by CNES (the French Space Agency) on behalf of the Ministry for Energy Transition (MTE).
