A new cooperation on hydrological monitoring, forecasting and digitalization in Uzbekistan, signed in Paris at the close of the Space4Water Conference, on 11 September 2026.
On September 11, 2026, at the close of the Space4Water Conference in Paris, Blue Water Intelligence (BWI) signed a Memorandum of Understanding with the Center for Digitalization and Monitoring of Water Management, an organization operating within the Ministry of Water Resources of the Republic of Uzbekistan.
The agreement was signed by Philippe Gautier, President of BWI, and Mrs. Sevara Atabaeva, Director of the Center, at the Institut de Physique du Globe de Paris — shortly after Mrs. Atabaeva delivered her address to open the conference.

Uzbekistan’s Ministry of Water Resources has made the digital transformation of the sector a national priority. The Center for Digitalization and Monitoring of Water Management leads that effort, developing integrated information systems, real-time monitoring and decision-support tools for water management across the country.
Under the leadership of its Director, Mrs. Sevara Atabaeva, the Center works at the point where technology meets institutional practice — which is precisely where satellite-based hydrology has to prove itself.
The MoU establishes a framework for cooperation on integrated water monitoring, hydrological flow forecasting, and the digitalization of water resources management, drawing on remote sensing, basin-scale modeling and digital decision-support tools.
The Parties intend to work together on pilot projects in selected river basins, combining BWI’s satellite-based forecasting capabilities with the Center’s knowledge of Uzbekistan’s basins, institutions and existing digital platforms. Each project will be defined separately, with its own scope and objectives — a staged approach designed to validate results under real operational conditions before any wider deployment.
